Daylight Saving Time, Explained

Twice a year, more than a billion people wake up to clocks that have quietly moved while they slept. Daylight Saving Time is over a century old, observed on wildly different dates around the world, and — depending on who you ask — either a clever use of summer light or an outdated ritual overdue for abolition. Here's the full picture, including exact change dates through 2030.
What DST Actually Does
The idea is simple: in summer, the sun rises so early that much of the morning daylight is "wasted" on people who are still asleep. Moving the clock forward one hour shifts that light to the evening, when more people can use it. In spring, clocks jump from (typically) 2:00 a.m. straight to 3:00 a.m. — a 23-hour day. In autumn they fall back, replaying an hour — a 25-hour day, and the only night of the year when "1:30 a.m." happens twice.
The mnemonic works in any hemisphere: spring forward, fall back. What differs is when spring and fall happen — Australia's clocks move in October and April, the mirror image of Europe and North America. For a few weeks around each change, the time gap between hemispheres shifts by an hour or two, which is why your usual "Sydney is 16 hours ahead" rule occasionally breaks. A Short History of a Strange Idea
Benjamin Franklin is often credited with inventing DST, but his 1784 letter to a Paris newspaper — proposing that Parisians could save candles by getting up earlier — was satire, and he suggested cannons at dawn rather than moving clocks. The serious proposals came over a century later: New Zealand entomologist George Hudson suggested a two-hour seasonal shift in 1895 (he wanted more after-work light for insect collecting), and English builder William Willett campaigned for clock changes in his 1907 pamphlet The Waste of Daylight, lobbying Parliament until his death without seeing it adopted.
War made it real. On 30 April 1916, Germany and Austria-Hungary became the first countries to adopt DST nationally, hoping to conserve coal for the war effort; Britain followed within weeks with "British Summer Time," and the United States adopted it in 1918. The century since has been a long tug-of-war: the US standardised dates with the Uniform Time Act of 1966, briefly tried year-round DST during the 1974 energy crisis (it was deeply unpopular in dark winter mornings and quickly repealed), and last extended DST's length in 2007. The European Parliament voted in 2019 to end seasonal clock changes altogether — but the member states never agreed on implementation, so Europe's clocks still move.

United States & Canada
DST runs from the second Sunday in March to the first Sunday in November, with clocks changing at 2:00 a.m. local time. (Most of Canada follows the same rule as the US.)

United Kingdom & European Union
Summer time runs from the last Sunday in March to the last Sunday in October. Elegantly, the whole of Europe changes at the same instant — 01:00 UTC — so the gaps between European capitals never wobble, even mid-changeover.

Notice the consequence of the different rules: for two to three weeks each spring, the US has already sprung forward while Europe hasn't. During that window London–New York shrinks from five hours to four, and calls scheduled by local time quietly collide.
Southern hemisphere
In south-eastern Australia (New South Wales, Victoria, South Australia, Tasmania, and the ACT), DST runs from the first Sunday in October to the first Sunday in April. New Zealand runs from late September to the first Sunday in April. Chile and Paraguay have their own spring-to-autumn schedules on the same inverted pattern.
The Places That Opt Out
Most of the world's population never changes its clocks at all:
- Almost all of Asia and Africa — including China, India, Japan, and Indonesia — observe no DST.
- Within the US: Hawaii and most of Arizona stay on standard time year-round (with the Navajo Nation, inside Arizona, as the exception that does change).
- Within Australia: Queensland, Western Australia, and the Northern Territory sit out the changes their southern neighbours make.
- Recent leavers: Russia stopped changing clocks in 2011, Iran abolished DST in 2022, and Mexico ended it in 2022 for all but its US-border cities.
Near the equator, day length barely varies across the year, so there's simply nothing to "save." At high latitudes the opposite problem appears — Iceland skips DST partly because no clock trick can rescue a two-hour winter day.
Does It Still Make Sense?
The honest answer: the evidence is mixed, and the argument has shifted. The original justification was energy savings, but modern studies find the effect close to zero — lighting is no longer the main draw on the grid, and air-conditioning in brighter evenings can cancel out the gains. Today the real debate is between evening light (favoured by retail, sport, and most people's leisure time) and morning light (favoured by sleep scientists, who broadly argue permanent standard time fits human biology better, and by parents of children walking to school in the dark).
What nearly everyone agrees on is disliking the switch itself — the groggy Monday, the missed appointments, the six months of mentally re-deriving what time it is in another country. Proposals for permanence keep passing one chamber of a legislature and stalling in another, on both sides of the Atlantic. Until one succeeds, the tables above remain required reading.
